About the program in general

What is the Portugal Golden Visa?
It is a residency permit granted to non-EU citizens who make a qualifying investment in Portugal. It allows living, working, and studying in Portugal with a minimum stay of 7 days in the first year and 14 days in each subsequent two-year period, and provides access to the Schengen area.

Does the Golden Visa still exist in 2026?
Yes. The program remains active. Unlike the Spanish Golden Visa (abolished in April 2025) and the Maltese citizenship program (closed in July 2025), the Portuguese Golden Visa continues to operate.

Is real estate still an option?
No. Real estate investment was eliminated as a qualifying route in October 2023. The current options are CMVM investment funds, cultural donation, scientific research, and job creation.

Can I live in another country and still have the Golden Visa?
Yes. The Golden Visa does not require Portugal to be your primary country of residence. The holder can maintain their professional and family life in another country, as long as they meet the minimum stay requirement in Portugal.

About the investment

What is the minimum investment?
It depends on the route: CMVM funds — €500,000; cultural donation — €200,000 (low-density areas) or €250,000 (other areas); scientific research — €500,000. Job creation has no fixed minimum capital amount.

Is the invested money recoverable?
For CMVM funds, the capital belongs to the investor and can be recovered after the minimum holding period (typically 5 years), subject to fund performance. It is not a fee paid to the state. For cultural donation, the capital is non-refundable — it is a definitive contribution.

Is any CMVM fund eligible?
No. The fund must meet specific Golden Visa program criteria. Eligibility must be verified with an independent lawyer before any investment. CMVM registration alone does not confirm Golden Visa eligibility.

Can I use real estate for the Golden Visa?
Not since October 2023. Those who invested in real estate before that date retain their rights, but new applications based on real estate are not accepted.

About the process and timelines

How many days per year do I need to be in Portugal?
7 days in the first year and 14 days in each subsequent two-year period.

How long does the process take?
With complete documentation, typically between 12 and 18 months from start to first residence card issuance. AIMA does not publish official average timelines. Biometrics today take between 6 and 10 months after application validation, and the card is issued approximately 90 days after biometrics.

Can I manage the process remotely?
Largely yes. The NIF and bank account can be obtained by power of attorney. Biometrics require physical presence in Portugal — the applicant and each included family member must attend in person at AIMA.

What happens if I miss my biometrics appointment?
The process is not automatically archived, but action is needed within the first 48 to 72 hours. Prolonged inaction can result in the process being archived. Contact with AIMA — or through your lawyer — must be immediate.

When does the renewal clock start?
The first residence card is valid for two years from its issuance date. Renewal must be requested before the end of that period — it is advisable to start the renewal process three to four months in advance.

About family

Can I include my family?
Yes. The Golden Visa allows inclusion of a spouse, dependent children, and, under certain conditions, the parents of the holder or spouse. All receive the same residency status and the same rights.

Can I include my parents?
Yes. Parents aged 65 or over do not need to demonstrate financial dependency — age alone is sufficient. Parents under 65 must demonstrate that they are financially dependent on the applicant.

Do my parents have to wait for me to receive my card before applying?
No. Parents can be included directly in the original Golden Visa application, without waiting for the main applicant to first receive their card.

About citizenship

What is the timeline for Portuguese citizenship?
Under the new nationality law (in force since May 2026): 7 years for EU and CPLP citizens; 10 years for all other nationalities. The clock starts from the issuance of the first residence permit — not from the investment date.

Did the nationality law change affect the Golden Visa?
The Golden Visa program itself did not change. Residency rights and Schengen access remain the same. What changed was the naturalization timeline, which increased from 5 to 7 or 10 years depending on nationality.

Can I have dual citizenship?
It depends on your country of origin. Portugal does not require renunciation of prior citizenship. Brazil, the US, and most European countries allow dual citizenship. Confirm your country's position with independent legal advice.

I have Portuguese grandparents. Do I need the Golden Visa to get citizenship?
Not necessarily. Citizenship by descent is a completely separate route from the Golden Visa — it requires no residency in Portugal, no minimum investment, and is not subject to the 2026 naturalization timelines. If you have Portuguese ancestry, it is worth analysing this route before committing to the Golden Visa.

About costs and safety

Beyond the investment, what are the other costs?
AIMA government fees (several hundred euros per person), lawyer fees (variable with process complexity and number of family members), apostille and document translation costs, and international bank transfer costs.

Is the Golden Visa safe?
The legal framework is stable — Portugal is a rule-of-law EU member state with stable institutions and an independent judiciary. Real risks are associated with fund choice (market investment risk), investment eligibility, potential future regulatory changes, and the quality of chosen advisers.

Can the Golden Visa be revoked?
Yes, if conditions are not met: namely the minimum stay requirement, investment maintenance, or in the event of a criminal conviction. With adequate legal support, these risks are generally avoidable.

About comparison with other programs

Do Malta and Cyprus still have citizenship-by-investment programs?
No. Malta closed its citizenship-by-investment program in July 2025, following a ruling by the EU Court of Justice. Cyprus closed its in November 2020. No EU country currently offers direct citizenship by investment.

What is the difference between the Portuguese and Cypriot Golden Visa?
The fundamental difference is Schengen: Portugal is in the Schengen area; Cyprus is not. The Cypriot Golden Visa grants permanent residency at a lower investment threshold (€300,000), but without the Schengen access that the Portuguese program offers.
