The United Arab Emirates is one of the fastest-growing markets for interest in the Portuguese Golden Visa. UAE residents — both Emirati citizens and expatriates of other nationalities living in Dubai, Abu Dhabi, or other cities — find in the Golden Visa one of the few European residency-by-investment alternatives with the characteristics they seek: flexibility of stay, ability to include family, and a structured path to European citizenship.

What doesn't change: Golden Visa conditions are universal

Documentation and apostille

The United Arab Emirates joined the Hague Convention (Apostille) in 2009. Documents issued in the UAE can be apostilled with the Emirati Ministry of Foreign Affairs. For applicants of other nationalities residing in the UAE (expatriates), documents from the country of origin must be apostilled in that country — not in the UAE.

The criminal record for Emirati applicants is obtained from the Ministry of Interior. For expatriates residing in the UAE, the required criminal record may be from the country of origin, from the UAE, or both — depending on the length of residence and the specific process requirements.

Portuguese bank account and NIF

Opening a Portuguese bank account from the UAE can be done remotely — some Portuguese banks have processes adapted for non-residents. The NIF can be obtained through a legal representative with power of attorney. This is one of the steps worth initiating early in the process.

Remote investment management

UAE residents investing in CMVM funds typically manage the investment remotely — which is the norm for this type of fund. Subscription, management, and monitoring of the investment are done electronically, with no need for physical presence in Portugal beyond biometrics visits and meeting the 7-days-per-year stay requirement.

Path to citizenship: 10 years

Emirati citizens and most UAE expatriates (Americans, Indians, Pakistanis, Filipinos, and other nationalities) have a naturalization timeline of ten years under the new Portuguese nationality law of May 2026. Exception: citizens of CPLP countries residing in the UAE have the reduced seven-year timeline.

Specific advantages of the Golden Visa for this profile

The UAE does not grant permanent residency automatically — UAE residency is typically tied to employment or renewable investment visas. Many UAE residents live with the awareness that their local residency situation is precarious in the long term. The Portuguese Golden Visa offers something the UAE does not: European residency without an employment-linked expiry date, and a path to citizenship.

How to manage the application from the UAE

The process can be managed almost entirely remotely through a lawyer with power of attorney. The only trips to Portugal required are for biometrics (which can be combined with a tourist or business visit) and to meet the 7-days-per-year stay requirement. For UAE residents accustomed to travelling to Europe, this requirement is, in practice, easy to meet.
