With the elimination of real estate as an eligible route in 2023, the range of options for the Portuguese Golden Visa became more concentrated but also clearer. In 2026, there are four main routes, each with its own investment threshold and specific characteristics.

Route 1 — CMVM investment funds (€500,000)

This is the dominant route in 2026 — the vast majority of new Golden Visa applications use funds regulated by Portugal's Securities Market Commission (CMVM). The minimum investment is €500,000, applied to venture capital or private equity funds registered and authorised by the CMVM.

What makes this route attractive for most international investors:

  • Professional management by specialised teams, without direct investor involvement in day-to-day operations
  • Diversification across multiple companies and sectors rather than a single asset
  • Regulatory oversight by the CMVM, which provides a level of transparency and security to the investment
  • Standardised subscription process, with clear documentation for Golden Visa purposes
  • Structured exit after the minimum holding period (usually 5 years)

Important: not all CMVM-registered funds are eligible for the Golden Visa. The fund must meet specific program criteria. Always confirm eligibility with a lawyer before subscribing — fund ineligibility is a mistake that can derail the entire process.

Route 2 — Cultural donation (€200,000 to €250,000)

Cultural donation is the route with the lowest entry threshold. It requires a contribution to artistic production projects or national cultural heritage recovery, approved by the competent body. The amounts are:

  • €250,000 in high-density population areas
  • €200,000 in low-density population areas

The fundamental difference from funds: a cultural donation is not an investment that can be recovered — it is a contribution. The capital is non-refundable. That is why, despite having a lower threshold, it is less used than CMVM funds by applicants with financial return objectives.

Route 3 — Scientific research (€500,000)

Minimum investment of €500,000 in scientific research activities carried out by research entities integrated into the national scientific and technological system. This route is less used but exists, and may be relevant for applicants with a connection to the research sector.

Route 4 — Job creation (no fixed threshold)

Establishing a company headquartered in Portugal that creates at least 10 full-time positions — or at least 8 positions if the investment is in a low-density area. There is no fixed minimum capital amount, but the operational costs of creating and maintaining a company with 8 to 10 employees in Portugal are substantial. It is the most operationally complex route and the least used.

Which route to choose?

For most applicants with residency objectives and financial return expectations, CMVM funds are the most logical route: professional management, eligibility for the Golden Visa when correctly chosen, and a structured investment exit. Cultural donation makes sense for applicants who want the Golden Visa at the lowest possible outlay and have no expectations of return on the invested capital. Job creation may make sense for those with a concrete business project in Portugal — not as a pure Golden Visa route.

The investment is not a fee — it is your capital

A fundamental point that many applicants do not grasp from the start: in the case of CMVM funds, the invested money remains the investor's — it is not paid to the state as a fee. The capital is managed by the fund, subject to the performance of the underlying assets, and returned to the investor (with or without appreciation, depending on performance) after the minimum holding period. The investor assumes the market risk inherent to any investment — which makes the choice of fund a real financial decision with actual impact, not merely a bureaucratic one.
